Lavigne happy patrolmen dropped 'no confidence' vote

METHUEN — Police Chief Katherine Lavigne said she welcomes more dialogue with the Methuen patrolmen's union after members didn't follow through on a no confidence vote against her.

There are many issues all the police department employees have with Chief Lavigne. The overwhelming issue that comes up continually is that you cannot believe anything she says. A perfect example of this is her statement "I'm happy they didn't take the vote, and I do believe we can work things out," Lavigne said in an interview last night.

This is another lie, the vote was taken at the meeting on 09/08/09 and the vote was not rescinded or recalled at the meeting, which was held on 09/17/09, therefore, the vote of no confidence stands. She can spin this anyway she wants to but the fact is the vote was taken and it was unanimous.

A short list of some of the concerns with Chief Lavigne:

· She lied under oath at the civil service commission hearing on the improper hiring of family members. "There is strong circumstantial evidence to suggest that the decision to request and review the names of candidates in Band 8 was an attempt to ensure consideration of five candidates, ultimately chosen for selection, that had family ties to Methuen officials, including the police chief's niece and her niece's fiancé," Bowman wrote. "At almost every step in the process, the city either ignored or failed to follow the requirements of reviewing and selecting candidates for the civil service position of reserve police officer," Civil Service Commission Chairman Christopher Bowman wrote in the report to be released today. http://www.eagletribune.com/archivesearch/local_story_233010623.html

· Inability to believe anything she says.

· She allowed police officers to be pressured to attend the union meeting on 09/17/09 to attempt to show support for her. This bullying behavior has been going on over the last two years with her knowledge and encouragement.

· Nepotism not only in hiring but also in job placement.

· Lack of ability to LEAD.

· Favoritism for those on 'the team' and ostracizing of those 'Who just want to do their jobs'

· Inability to make a decision!

· Lack of concern for officer safety and security.

· Failure to support officers.

· General degrading of moral in the police department.

· Failure to investigate properly the citizen complaint made against Lt. Wnek.

· The cover-up investigation of Sgt. Phillips assault on a patrolman. The suppression of reports and evidence during the investigation.

· Allowing Sgt. Phillips to bully and harass PD employees especially females.

· Failure to protect female employees from harassment who have confided in her.

Captain, didn’t you see the car following you home on these days when you where double-dipping and ripping off the citizens, did you forget the camera system and the tracking system in your cruiser?

Maybe, a public information request for your overtime records and hours worked records will shed some light on this misappropriation of public funds…This remind me of what you use to say the other captains did. Different when the shoe is on your foot.

When will this end

There has been a significant amount of stress, pressure and manipulation exerted on the fine men and women at the Methuen Police Department by Mayor Manzi and his administration at the PD. The time has come to reject this dictatorship form of leadership that Mayor Manzi has brought to the City of Methuen and the Methuen Police Department.
The vote of ‘No Confidence’ in Chief Lavigne taken by the Methuen Police Patrolman’s union is the first step to standing up to this regime.

The cover-ups and abuses of the system by Chief Lavigne and Captain Fram need to be exposed.
